POM/Budget Development

Our team consists of former division chiefs, branch chiefs and the former Chief Financial Officer of the Army National Guard. Our team personally participated in the development of more than 20 Program Objective Memorandum submissions. All have personally submitted Budget Estimate Submissions to the Department of Defense, presented and testified before congressional committees in support of the President’s Budget.

Budget Execution Support

At both the appropriation level and at the operating agency level we have the ability to provide the very best “budget execution” professionals. All of our associates have many years experience at all levels of reporting, understand the rules of obligation, and have the work ethic to insure that the agency’s vision is executed in the budget. CFO Act Compliance

MPSC is well versed in the requirements of the Chief Financial Officers act. We have extensive experience in preparing government agencies for operating within the provisions of the CFO act. In this emerging field MPSC and its partners have completed several studies, and assisted in the implementation plans for defense agencies to become compliant with the act.

Accounting Systems

MPSC and its partners is expert in the requirements of governmental accounting systems. We are capable of providing world-class assistance for accounting projects from accounting technicians to full internal review. MPSC is expert in developing automated real time accounting tools that will assist agencies in meeting all of the agency’s reporting requirements. We can provide world class accounting support professional specifically qualified to meet any agency’s needs.

Strategic Planning

The employees and consultants of MPSC have participated in the strategic planning process of the National Guard, the Army and the Department of Defense. MPSC has experience at the State, National Guard Bureau level, Army level and Department of Defense level planning cells. MPSC employees have participated in the preparation of multiple strategic planning documents, that have subsequently turned into budget and action programs. These include:

Detailed Project Planning

MPSC is expert at project planning. We are particularly adept at taking an agency’s vision for a project, ascertain the resources allocated for the project, and then turning the vision and resource list into an easy to follow and manage project management tool. We have qualified Operations Research and Systems Analysts professionals available to assist as needed to support government agencies with all phases of project management – from initial planning to financial and GPRA reporting.

Independent Program Assessment

Our trained and experienced program analysts can provide a decision maker with “another view” at any time in a program’s life. This is often difficult in times of priotizing the efforts and programs of any organization. Our qualified Operations Research and Systems Analysts is expert on taking a set of criteria, and providing agency heads with an impendent analysis. Our impendent analysis allows the agency to better manage its scarce resources to accomplish its mission.

Integrated Financial Analysis

MPSC understands that financial analysis is often a long series of confusing reports. Integrated financial analysis provides the government decision maker with real time operational decisions that will have an impact on the financial reports, not making financial decisions and hoping for an operational result. Our analysts are expert at the art of integrating operational decisions that are supported by financial analysis.

Program Management Support

MPSC can provide program Managers with financial support that then allows the program manager to manage the program, instead of being forced into the role of a “bean counter”. We can provide resource support for program managers from the planning through the execution and accounting reconciliation phase of any program.

Contract Management

With the advent of multiple contracts, and multiple contractors delivering goods and services, the government at times needs a contractor to insure that the prime contractors are delivering on the contract in the manner required by the contract.

Feasibility Studies

Our ORSA analysts employs the latest modeling techniques, as well as the tried and true analytical methods to review proposals, and ask the tough questions, prior to program start to insure that all costs, and risks are clearly understood by the decision makers prior to implementation. This rigorous analysis allows the decision makers to proceed with the knowledge, that a full independent analysis was conducted prior to program start, and that clearly defined milestones are identified to measure success.
