John (Jack) L. Jones, President

Jack is a retired Brigadier General from the New York Army National Guard. He started
his military career in 1957 as a Private in the lst Battalion 106th Infantry, 42d
Infantry Division. In 1965 Sergeant Jones attended Officer Candidate School at Fort
Benning Georgia, and upon completion was commissioned a Second Lieutenant. He returned
to the 106th Infantry where he served as a platoon leader and company commander
of Company C, 2nd Battalion 106th Infantry. Concurrent with his assignment in the
2d Battalion 106th Infantry, for thirteen years he served as an Instructor, Staff
Officer, Executive Officer, and Commander, at the Empire State Military Academy.
In 1967 Mr. Jones (then CPT) was assigned as the Adjutant of the 101st Calvary Squadron
in Staten Island. In 1971, he was assigned to the Second Brigade, 42d Infantry Division
as the assistant training and operations officer. He subsequently was promoted to
Major and assigned as the training and operations officer of the lst Battalion 107th
Infantry in 1977, and in 1980 returned to the Second Brigade Headquarters as the
Brigade Operations and Training Officer.
In 1984, he was promoted to Lieutenant Colonel and reassigned as the Training and
Operations Officer for the 42d Infantry Division. In 1986, he returned to the Second
Brigade as Executive Officer and following a short tour with the Brigade was re-assigned
to the 42d Infantry Division where he was promoted to Colonel and appointed as Division
Chief of Staff.
In 1989 Colonel Jones was appointed Commander, Second Brigade, 42d Infantry Division.
In 1993 Colonel Jones became the Deputy Director of the Challenge Program, Camp
Smith, New York. On February 1, 1994, he was assigned as Commander of the Camp Smith
Training Site, and on June, lst, 1994 he was promoted to Brigadier General and appointed
as the Assistant Adjutant General, Headquarters, New York Army National Guard. On
February 23rd 1998 Brigadier General Jones retired from military service.
He is a graduate of the State University of New York and the Army Command and Staff
College.
Upon his retirement Brigadier General (Ret) Jones founded Military Personnel Services
Corporation, an organization devoted to providing quality consultants and superior
professional services.
Ronald J. Tipa, Senior Human Resources Consultant
Ron is a retired Colonel from the Army National Guard. He started his military career
in the New York Army National Guard in August 1964. In September 1965 he became
an Administrative Supply Technician and served as an enlisted man for three years
before graduating from the Empire State Military Academy as a Second Lieutenant.
During his tenure as a military technician with the 42d Infantry Division Artillery
he served as an Administrative Supply Technician, Training Technician, and Administrative
Officer at Battalion and Division Artillery Level. Ron also served as instructor,
tactical officer, and commander for the Empire State Military Academy, Officer Candidate
Program.
In August 1982, Ron was assigned to the Manpower Division, Army National Guard,
National Guard Bureau. In April, 1988 he served as the Executive Officer for the
Director, Army National Guard, and in 1990 was assigned as a Senior Service Fellow
at the Center for Strategic and International Studies, Washington, D.C., where he
concentrated his studies on the use of the National Guard for nation assistance
in sub-Saharan Africa.
Upon graduating from Senior Service College Ron was assigned as the Full-time support
Division Chief, National Guard Bureau. In 1993 he was appointed as Chief, Human
Resource Officer, National Guard Bureau, Army National Guard. He held that position
until his retirement from military service, January 2000.
In February, 2000 Ron became the Senior Human Resource Consultant for Military Personnel
Services Corporation, Falls Church Virginia.
His civilian education includes a Masters in Management and a Bachelor of Science
in Business.
Edwin S. Livingston III, Senior Consultant
Ed recently retired from the Army National Guard. His last assignment was the Chief,
Resource Management, Army National Guard, National Guard Bureau. He began his military
career as an enlisted man in the Marine Corps. He served with the First Marine Division
in Vietnam as an infantryman and as a combat engineer. After eight years as an enlisted
man Ed graduated from the Michigan Military Academy and was commissioned a second
lieutenant.
In April 1983 then Captain Livingston entered the Active Guard Reserve (AGR) Program
and was assigned as an Assistant Professor of Military Science at Widener University,
Chester Pennsylvania. In June 1985 he was assigned to National Guard Bureau and
promoted to major and served in the Office of Plans, Program Analysis and Evaluation
as a personnel analyst, and in June 1988 he became the Branch Chief of Programs
and Analysis.
In January 1990 Ed was promoted and selected to command the lst Battalion, 225th
Infantry in Detroit Michigan. After a successful command he returned to the National
Guard Bureau and became the Branch Chief of both Budget Execution and the National
Guard Personnel Army Budget Formulation Branch.
Ed was promoted to colonel and became the division chief of the Program and Budget
Division in 1995. In 1997 he became the Chief Resource Management Officer for the
Army National Guard and served in that position until his retirement.
Colonel Livingston received his bachelor's degree from Widener University in Business
Administration (Magna cum Laude). His Master of Management from Central Michigan
University, and his Master of Arts in Industrial Relations from Wayne State University.
He earned his Certified Financial Planner designation in 1996.
