Family Readiness
The mission of the Family Readiness Program is to support families and units before, during and after a deployment.
Missions for the National Guard have increased 300% since the 1991 Gulf War. It is critical that EVERY unit has an
active Family Readiness Program established BEFORE deployment. MPSC is actively providing assistance to Family Program
Directors throughout the country in accomplishing the objectives for the Family Readiness Program.
The 1985 Military Family Act was the first legislation to address the importance of military families, and it
created the Office of Family Policy, which has significantly enriched family programs. MPSC employees are managing
and assisting Family Assistance Centers and unit leadership providing the best possible support to our nations dedicated
National Guard Family.

Financial Planning Training
Military Personnel Services Corporation designed a financial planning program geared to soldiers and their families
(Family Readiness Services). The course begins with a comprehensive explanation of common insurance policies presently
marketed by major companies and how SGLI supplements other insurance plans. Basic mutual fund investing is covered
emphasizing the importance of a regular savings and investment program. Tax advantages of various plans will also be
covered. The last segment will cover the need to establish a will and other estate planning devices. The intent is to
create a comfortable understanding of how young soldiers can begin to become financially independent using service in
the Reserve Components as a basis for their financial plan.
This program could become an integral part of each State's Family Readiness Program.
Contract Associates
With new emphasis on National Guard Family Readiness nation-wide, states are hiring contract employees to man their
Family Assistance Centers. MPSC has adopted a creative, low cost method to maximize the support states can provide
utilizing funding support from their National Headquarters (National Guard Bureau). MPSC offers a full range of benefits

Guard Family Action Plan Program
The Guard Family Action Plan (GFAP) was established through
regulation AR 608-47 (October 2003). The Chief, National Guard Bureau (NGB) will ensure AFAP is implemented through NGB
family programs. National Guard Bureau Family Programs (NGB-FP) has extended the GFAP to include the constituency of
the Air National Guard as reflected by draft regulation NGR 600–12/ANGR 211–1.
The GFAP program provides a mechanism for all the individuals who compose the National Guard community to identify
issues of concern that impact the well-being of National Guard members, retirees and their families. Through this process,
issues requiring actions are prioritized, assigned to a lead agency for resolution, and an action plan is established to
achieve desired change. The issues are monitored through a formal process that dictates leadership review, guidance,
direction, and approval. The GFAP process operates at three distinct levels: State/Territory, National Guard Bureau, and
HQDA. Accreditation is available.
Administration of GFAP within the National Guard community utilizes volunteers, GFAP Program Managers
(in coordination with State/Territory Adjutants General), MPSC contracted GFAP/GFTB Program Specialists, and a MPSC
contracted GFAP/GFTB Program Manager.
Guard Family Team Building Program
The Guard Family Team Building (GFTB) Program is a global
educational program whose primary objective is to improve the readiness by teaching and promoting personal and family
readiness through standardized, progressive, and sequential education of family members. It is directed by AR 608-48
(October 2003) and directs The Chief, National Guard Bureau to ensure AFTB is an integral and viable part of the NGB
Family Program. National Guard Bureau, Family Programs (NGB-FP) has extended AFTB to include the Army and Air National
Guard and draft regulation NGR 600–12/ANGR 211–1 further outlines the role of GFTB within the Army and Air
National Guard communities.
GFTB plays an integral part in the family programs of the National Guard. The GFTB mission is to educate and empower
members of the National Guard community to develop skills and encourage behaviors that strengthen self-reliance, promote
retention, and enhance readiness. The basic philosophy of GFTB is the belief that individuals can function at a high level
in any situation with minimal outside support when they have been appropriately trained.
GFTB is administered by NGB-FP through State Family Program Directors (SFPDs), unit and wing commanders, MPSC contracted
GFAP/GFTB Program Specialists, and a MPSC contracted GFAP/GFTB Program Manager.
