ESGR Training Program

In a perfect world, all training to improve an organization would be bottom, rather than top driven. This year in a meeting in the MPSC headquarters in Falls Church, VA, a team of volunteers and executive staff from the National Committee for Employer Support of the Guard and Reserve met to develop a training program that missioned the 56 Field Committees for a truly excellent Volunteer Management Training Program (VMTP). The goal was to develop a curriculum for 21 scheduled VMTP sessions that were derived from survey responses sent to the various field committees in the conduct of activities to include the Field Chairmen, Executive Director, Area Chairman, Employer Outreach Director and Military Outreach Director. At the conclusion of the contract for this FY, we will have completed the training for 420 ESGR volunteers. One of our contracting partners, Career Training Concepts, Snellville, GA is the prime contractor and we serve as the sub for this initiative. MPSC is proud to provide our experienced personnel to serve as Program Manager, Curriculum Developer and Instructors for this highly regarded training experience in locations across America from Boston to San Diego.

Program Support Specialists and Assistant Program Support Specialists

Military Personnel Services Corporation (MPSC) is proud of our association with the National Committee for Employer Support of the Guard and Reserve (ESGR). ESGR, a Department of Defense (DOD) organization, provides information, education, and when necessary, mediation, for employers of Guard and Reserve members. In this way, ESGR support of America’s employers who share their employees with a nation at war ensures the viability of the all-volunteer force, and thus our national security.

MPSC is proud of our two contracts with ESGR. Each state and territory has an established field committee consisting of volunteers and guided by an appointed state chairman whose mission is to gain and maintain active support from all public and private employers for the men and women of the National Guard and Reserve. These activities have been intensified since the terrorist attacks of September 11, 2001 and the subsequent Global War on Terrorism with the increased mobilization of the reserve components.

This is a tremendous task. The US Census Bureau estimates the total employer population of the U.S. at 7.4 million. The estimated number of employers who employ members of the Guard and Reserve is 115,000. The estimated number of individual workplaces, i.e., plants, offices, stores, etc., where RC members work is approximately 235,000. These numbers are in a constant flux due to labor mobility and a dynamic business environment.

MPSC is responsible for the full time field committee support operations with a senior Professional Support Specialist (PSS) in 22 states, or half the U.S.A. Additionally, we have the entire National contract with 58 Administrative Professional support Specialists. The customers we support are the American employers and the National Guard and Reserve members and their families. Our contract professionals are in support of many varied and diverse activities that include, but are not limited to, promoting the importance of employer support through regular communications with senior Reserve Component leadership, designing and implementing management control and quality assurance processes to ensure alignment between activities and resources, assisting in the creation of a professional career-enhancing organization, recruiting and retaining a diverse pool of volunteers reflecting the demographics of each Field Committee’s jurisdictions and providing administrative and logistical resource oversight received and managed through each state’s USPFO from the NCESGR.

By meeting the contract expectations and performing at the optimal level based on our demonstrated past performance and a continuous challenge of meeting the ever increasing demands in our war time environment, MPSC will support ESGR’s efforts to target known employers of the Guard and Reserve and gain their support and advocacy. It is our employees mandate to support this network of volunteers directed by the Department of Defense through the NCESGR to become advocates of the Guard and Reserve.
